Hal Frary is a Program Manager for the Kentucky Department for Medicaid Services and has led the Medicaid Enterprise Management Solution program for five years, including the CMS-certification of modules. He has 30 years of professional experience in leadership and project management positions, with expertise in health and human services. As an early adopter of modularity, CMS selected the Commonwealth of Kentucky as a pilot state for Streamlined certification. To date, the partner portal and waiver management modules have been certified through the MECL and the EVV and HIE modules through the OBC/Streamlined process.
