As more and more states moved to a central IT authority, or to shared IT services, having a business leader for technology efforts can impact the speed at which programs can achieve benefit from IT transformations. As a trusted partner to program leaders, this position is a key translator between what the business needs, and how IT can meet those needs. Different from the CIO, whose job it is to ensure technology is delivered on time and under budget, the COO for Technology holds as a primary responsibility negotiating the trade-offs between business and IT as part of oversight of a portfolio of IT projects.
