Track 3: Driving Change Agility for the California Department of Public Health

The COVID-19 pandemic called on state public health departments to solve unprecedented problems with pace, agility, and collaboration never seen before in the public sector. Those who succeeded were able to stand up networks to provide personalized support to state employees, providers and Local Health Departments (LHDs). In this session, leadership from the California Department of Public Health (CDPH) will describe how they came together to instill change agility in onboarding, continuous learning, governance, and communications, as well as their internal program teams, to support California’s pandemic response and Contact Tracing and Vaccine Management programs.

Ryan Murphy, Product Owner, CA COVID-19 Contact Tracing Program at CDPH, together with Jessica Agona, a Talent & Organization Executive from Accenture, will describe how enablement activities, like communications, training, and high-touch support were critical to establishing and maintaining an effective contact tracing program. Ryan will discuss how a robust engagement network with the LHDs formed the backbone of system governance and created a true partnership with CDPH. He will also share how CDPH has created internal system communications that are responsive to feedback and create a predictable mechanism that impacted employees can rely on.

Additionally, Jessica and Maria Volk, Chief, Field Services and Program Coordination at CDPH, will discuss the Vaccine Management program and how continuous learning has pivoted and evolved over time to create a sustainable learning experience for providers and LHDs using the systems. She will share how CDPH stood up a personalized onboarding process for thousands of providers, enabling them to quickly understand the requirements, process, and learning needed to obtain vaccine and create clinics.

Through these discussions, CDPH will share what drove their success, lessons learned and how CDPH plans to embrace and continue to use the change adoption and agility principles and foundation established with the Contact Tracing and Vaccine Management programs to increase the department’s agility and future program success.
